WRAPS Grants Funds General Information

Funding for WRAPS projects is supported through the U.S. Environmental Protection Agency (EPA) Clean Water Act Section 319 Program and the Kansas State Water Plan Fund, and is administered by the Kansas Department of Health & Environment (KDHE) Watershed Management Section. WRAPS investments help local partners and landowners implement voluntary conservation practices that reduce pollutants such as nitrogen, phosphorus, and sediment, leading to measurable improvements in Kansas streams, rivers, and reservoirs.

Additional funding for Best Management Practice (BMP) implementation may also be available through partner programs, including the Kansas Department of Agriculture’s Division of Conservation and USDA Farm Bill programs administered through NRCS and FSA. Coordinated watershed management and strong local partnerships help maximize these resources and accelerate progress toward water quality goals.

WRAPS Grant Application Status

WRAPS grant applications are currently closed. The application window for the current three-year funding cycle has ended, and projects are now moving forward with implementation and reporting.

The next WRAPS grant application cycle is anticipated to begin in 2028. Updated timelines, guidance, and application materials will be posted on this page as soon as they are available.

In the meantime, WRAPS partners and interested stakeholders are encouraged to continue local planning, coordination, and outreach. Landowners and producers can also contact their local WRAPS coordinator or conservation district to discuss voluntary conservation opportunities and related partner programs.

How the WRAPS Grant Process Works

When the next cycle opens, the WRAPS grant application process will generally include multiple phases and will culminate in an in-person review meeting. A summary of the typical steps is included below for reference (exact timelines and requirements may change in future cycles).

  • Phase 1 – Proposal Submission: Applicants submit a proposal package during the open application window. The WRAPS Work Group reviews submissions for eligibility and alignment with watershed priorities.
  • Phase 2 – Project Implementation Plan (PIP): Eligible projects are invited to submit a detailed Project Implementation Plan outlining goals, strategies, timelines, and budget.
  • Phase 3 – In-Person Review & Finalization: Approved projects meet with KDHE staff to finalize the budget, complete required forms, review grant terms and conditions, and confirm reporting requirements.

Projects supported through WRAPS are required to complete routine reporting (financial and progress) and follow applicable grant requirements. Expenditures and reporting are typically managed through the Kansas Grant Management System (KGMS), and training/support is provided during the onboarding phase.

Technical Assistance Opportunities

Technical assistance initiatives (including workshops, presentations, and producer consultations) may be available through WRAPS and partner programs depending on the funding cycle and project needs.
