Funding for WRAPS projects has been established through Environmental Protection Agency (EPA) Section 319 and the Kansas State Water Plan; administered through the Kansas Department of Health & Environment’s Watershed Management Section. Annual investments in WRAPS total approximately $2 million (M). Of this amount, about $0.6 M is derived from State Water Plan funds and $1.9 M from CWA section 319 funds. Additional funds for Best Management Practices implementation come from programs of the Kansas Department of Agriculture’s Division of Conservation as well as the Federal Farm Bill administered by the United States Department of Agriculture. It is through collaborative watershed management that will allow Kansas to achieve improved water quality.

The RFP is open for submissions from October 1-31, 2024, with the project period scheduled from July 1, 2025, to June 30, 2028.
The Watershed Management Section is pleased to announce the Request for Proposals for Projects for WRAPS-Watershed Restoration Projects & Technical Assistance Projects.
The WRAPS Grant Application process includes three main phases, culminating in an in-person review:
- Phase 1 – Proposal Submission: Applicants begin by downloading the Phase 1 RFP application and sending it to KDHE NPS kdhe.nps@ks.gov After all proposals are submitted, the Work Group reviews them to determine eligibility for WRAPS funds.
- Phase 2 – Project Implementation Plan (PIP): Eligible projects are invited to submit a Phase 2 application, which is the detailed Project Implementation Plan (PIP). This plan should outline project goals, strategies, timelines, and the estimated budget. PIPs are typically due in early spring and are reviewed by the Work Group.
- Phase 3 – In-Person Review: Once the Work Group approves the PIP, the Sponsoring Organization and Project Coordinator will meet with the KDHE Project Officer and Manager. During this meeting, they will finalize the budget, update and sign the PIP, review grant terms and conditions, and complete all necessary financial agreements and release forms.
Additionally, the Sponsoring Organization is required to submit quarterly Financial and Progress Reports, with all expenditures processed online through the Kansas Grant Management System (KGMS). Annual/Final Reports, including receipts and time records, will also be required. KGMS training will be provided during Phase 3.

The Kansas Bureau of Environmental Field Services, Watershed Management Section, is seeking proposals from qualified consultants or organizations to deliver technical assistance and consultations through workshops, presentations, and one-on-one producer consultations. The main objective is to implement regenerative agriculture practices in designated watershed areas to enhance water quality.
